Is there any chance this could be set up for those who wanted to play around before becoming a Ranger?

I'd do it but really don't know where to start. ??

There was on the other board, yes, though I don't think I ever visited it. So I don't know if it's just another messageboard owned by us? Forums set up here that people are given access to? Or??

But I guess Jude just wants people to wing it. Which is fine but then references to a practice board need to be weeded out of instructional posts throughout the board.

The "other" board was set up on the free server. All it took was for someone to register and start a board.
The same thing could be done here, but someone would have to go register on the fre phpbb servers and set it up.
And register any interested parties. And give them mod status.
It isn't a bad idea, but there also isn't anything stopping anyone from making their own board and messing around.
I may make one at some point and if and when I do I will provide a link for those interested.

Last I checked, the free phpbber boards were still running phpbb2.

We could actually set up another phpbb3 board here on this domain. I'm still not convinced that it's necessary, though.

Well, we could compromise. We could have a few fake members who stick around all the time, and we could have several threads (maybe in Forum Management) that new Rangers could play around with. Then they could practice their new super-powers on fake threads and fake members before wielding them on real members and real threads. ?? It's just a thought. I mean, it's basically what I just did, so I would know how to update the instruction threads.
