We got our renewal notice for our domain name:

It's 12 USD for the domain name. We haven't received our hosting bill yet, but if it's the same as previous years, it'll be 119.40 USD.

I can transfer the Domain to my host for €8 per year, plus 23% VAT, so about €10.50 or so?

Once again, our domain name is due for renewal. We have the funds - I just keep getting this message when I try to pay:

I have a valid credit card attached to the account, but it shouldn't be necessary because the account contains the funds to cover the payment. I've tried three times, and keep getting the above message.

Has anyone encountered this before?

I have encountered PayPal stupidity many times, Jude, so you have my sincere sympathy. I have no help to offer, though - I couldn't solve the problem, and resorted to opening a new paypal account.

I have no idea. :( Could you transfer the money to my PayPal account and then let me try to pay our domain people? Is it that the credit card attached to the account is expired? It shouldn't make a difference if there are funds in the account, but you never know.

No, it's not verified. And it shouldn't have to be - I've used the same account to pay for the domain name every year since we had it. It's linked to my credit card, but it doesn't even need to do that, since there's enough money in the account to more than cover the cost.
