I'm with Yova here. Assuming all the emergency situations could be catered for, on a philosophical level, whats wrong with enforcing the law.

Because he's doing 50mph he doesn't react in time to a kid on a bike and the child ends up dead. Should he have the right to ignore a law that protects someone else's life? Should he have the right to kill, even if its illegal?
