Yes. There are several separate and somewhat distinct regions of the country, that actually don't have much in common with each other. Defining where the actual boundary is, now that is difficult. If you just go by states you cannot, because Northern California is more like Oregan than it is like Southern California.
My concern is for the good of the American people as opposed to keeping power consolidated at all costs.
