BALLOT ITEM

Finishing the term of office for an administrator who has resigned will not count as a full term for purposes of determining how many successive terms a member may serve, unless the term they are completing has eight full weeks or longer remaining.

First of all, Congratulations to Leoba on her new job!

Unfortunately for us, Leoba would prefer to have someone else finish her term as admin if that can be arranged. Prim is working right now to set up the next admin vote, and to bring the terms of office into alignment with what members chose a few months ago. Listening to this conversation, I realized that we neglected a contingency in ¶1: Number of Administrators and Terms of Office, namely the contingency that an admin needs to resign early for RL reasons.

Terms of office are never altered in such a case; rather, someone completes the existing term and new votes take place as regularly scheduled. So we don't need a special provision for resignations. However, we do have a provision that no admin may serve more than two consecutive terms, and if someone completes the term of someone else, we need to specify how that counts towards consecutive service.

I would like to suggest the following bullet point be added to Article 2, ¶1. I'd like you to consider it for maybe two days, suggest modifications, and then vote the language up or down.

A full term of office is 13 weeks.

Right now we're still running on the voting system because the charter hasn't been ratified yet. But I think Prim is contacting likely candidates and asking if they are willing to stand for election. I suspect that Cerin is on the short list. :)

That looks fine to me.

The only very small point I wonder about is what is a week? Does seven weeks and 5 days count as eight weeks? Sorry to be picky, but I could see that coming up. Maybe it should say eight full weeks or longer.

If anyone thinks this is a distinction worth making, then the new point could be:

Well, to be perfectly honest, as much as I would like to say "that's fine" and move on to the next thing, I have a bit of a problem with this. Obviously, situtations will occur that will require people to resign (congrats on the new job, Leoba). But I think there replacements should serve a full term, not just the remainder of the persons term. To my mind, the admin terms of office are already very short. in a three month term, it may take an admin a month to be really comfortable with the role, leaving only two months of truly efficient service (or less, as it is human nature for someone to start winding down early when their term of office approaches its end). Let's say someone resigns halfway through their term. The new person only has a month and a half to serve. How much of that time is really going to be efficient service?

Or am I just (as so often happens) confused?

A couple of points, Voronwe:
  • This rule is actually intended to make it possible for someone to finish a term and then continue into the next term--otherwise the rules prevent it.
  • The system in the charter has fixed terms, so we can't bring someone in to replace a resigning admin and let them serve three full months--we'd end up all higgledy-piggledy with terms starting and ending all over the place. Tsk.
  • Finally (three points, so sue me) (no, don't), Leoba's replacement as it's set up now will serve two full months, so it will count as a full term. I agree that short terms aren't ideal, but in this case it's necessary or we're higgled-piggledy.

Hah. We have ten people who have agreed so we really don't need to vote, but I hate to jump queue and give people one thing when they are expecting another. This vote will be starting in a few hours, so I will thank people for returning to the thread once more just to click on a poll when it appears.

I am also maintaining a record of official results from every vote, so it makes sense to actually have official results from every vote.
