Assuming that all issues regarding HOW to open are resolved separately, I would like to see board77 open (please note that the total votes for each of the first six choices will carry over to the next choice):
Poll ended at Tue 17 May , 2005 12:11 am
1. As soon as the charter provisions regarding the admins are ratified;
  
22% [ 15 ]
2. As soon as the charter provisions regarding dispute resolution are ratified;
  
4% [ 3 ]
3. As soon as the charter provisions regarding members rights and responsibilities are ratified;
  
35% [ 24 ]
4. As soon as the charter provisions regarding the mission statement, purpose and goals are ratified;
  
16% [ 11 ]
5. As soon as the charter provisions regarding the office of the Mayor are ratified;

6. As soon as the charter provisions regarding the ownership of the board are ratified;

What constitutes a binding vote is on the committee's agenda ... there will certainly be a discussion and probably an Article devoted to this.

It is not a high priority issue though, compared to the other things we had to resolve.

I tend to agree that where quorums are concerned, we should specify how the rounding is to be done, e.g. rounded up to the nearest whole person. But I don't think it is necessary to move this to the top of the agenda at this point. Better to keep plugging away at those things needed for opening.

Griffy, I think we should clearly state that it needs to equal or exceed 2/3. No rounding up. Then no one has any cause to complain.

V, I tend to agree. Since we are all whole people, we shouldn't round up to make up an extra person. Or something like that :D It needn't be rocket science, the details certainly doesn't need hashing out and picking over - just a "this is the way it should be" should be enough. I don't think people will care too much WHAT is decided on, as long as SOMETHING is decided on. ( people being, those who care about these kinds of detail, of course ;) )

I may be wrong, of course, but that's my 2c, South African :P

It's simple. Just follow Faramond's advice. If we say 2/3 or more, then it needs to be 2/3 or more. Since 66.66666666666666666666665 is not 2/3s or more, then it wouldn't pass a vote. Simple.

I agree with Faramond's advice, too. If it is 2/3s it has to be 2/3s or more. My point about rounding was only about the general principle that I used when in math class and had to do rounding. I certainly don't want to use that here. I don't even think that we need to add rounding votes to the charter discussion if 2/3 becomes our standard or someone states it at the beginning. Well, maybe since we had the kerfuffle with stating it at the beginning we pick a standard for votes.

Again, what is a quorum?

I'm not sure what you're asking, TED, but a quorum in this context is the minimum number of votes needed to make an election or poll valid. For the constitutional votes it's set at 39—a certain percentage of the number of posters who were members as of a certain date (I will edit these in whan I have a minute). If only 38 people vote, the result doesn't count.

So, what you're saying is that 39 percent of the members need to vote to make the vote valid? This doesn't mean a desired result needs this percentage, just the total number of votes?

Hmm, let me make up an example: let's say we're voting on whether to allow pigs to fly. Out of a 100 members (of my example) 39 vote. 20 say yes, 19 say no. Is this a quorum because 39 voted? Or does yes need 39 votes?

All votes count toward the quorum, TED, so if 39 vote (however they vote) it counts. If 38 vote, even if they vote yes on something 38-zip, it doesn't count (that bit of charter would not be ratified).

And it's 39 actual votes, not 39% of the membership. The number will change as the number of members changes, in a manner yet to be determined. But Jn arrived at 39 as a fair number for the charter quorum, since our member numbers are not changing.

Of course Halflings count as half a vote. They never round up, except after large parties, when everyone rounds up a little.

They are generally at least a full vote, except when related on the mother’s brother’s side, where they count as a quarter vote, but only during a quarter moon.

Unless it’s during harvest, but everyone knows THAT.

I don't know half of the new rules half as well as I should like and I like less than half of them half as well as they deserve.

Now why isn't there a ballot item on that?
