Assuming that all issues regarding HOW to open are resolved separately, I would like to see board77 open (please note that the total votes for each of the first six choices will carry over to the next choice):
Poll ended at Tue 17 May , 2005 12:11 am
1. As soon as the charter provisions regarding the admins are ratified;
  
22% [ 15 ]
2. As soon as the charter provisions regarding dispute resolution are ratified;
  
4% [ 3 ]
3. As soon as the charter provisions regarding members rights and responsibilities are ratified;
  
35% [ 24 ]
4. As soon as the charter provisions regarding the mission statement, purpose and goals are ratified;
  
16% [ 11 ]
5. As soon as the charter provisions regarding the office of the Mayor are ratified;
  
3% [ 2 ]
6. As soon as the charter provisions regarding the ownership of the board are ratified;
  
14% [ 10 ]
7. I do not want board77 to open in the foreseeable future.

In this thread we discussed whether to hold a vote to establish a consensus of when the membership wants to open the board. This is that vote.

The purpose of this poll is to determine at what point a sufficient percentage of the membership to constitute a consensus wants to open. Each successive choice in the poll (or at least the first six) is scheduled to occur after the previious choice and the votes for each choice would carry over to the next choice. We have decided that 80% would constitute a consensus. So if 50 total people voted, and 10 voted for the first option, and 15 each voted for the second and third options, a consensus will be reached for that third option, since 40 votes out of 50 is 80%. If 50 voted and 5 voted for the first 3 options, and 10 each voted for the next two, a concensus will be reached for the fifth option. If more then 20% vote for the last option, then there is no consensus to open at all. If anyone is confused by this, please feel free to PM or email me for a further explanation.

Please consider carefully. The poll will run for ten days (inclusive of two weekends) so there is no reason to rush into voting.

Edit: Just to be clear, the poll ends at 12:11 a.m. GMT on 5/17.

Voted. And I'd like to tell people who may be nervous about opening the board before absolutely EVERYTHING is in place, that I moderated on a work-related board that did not have a TOS until 2003. It opened in late 1999, and ran for over THREE YEARS with NO TOS, NO mission statement, NO charter stating members rights and responsibilities. When the owner of the board FINALLY got around to recruiting moderators, we were given only the vaguest guidance as to how to do our job.

Sounds like a receipe for disaster, right?

Think again. We went through some rough times, some VERY rough times, when we finally put together and began trying to enforce a TOS, but it's now the largest nursing site on the web!
