Prim, you can lock this one, but I want to leave the others open for now because discussion from all the discussion threads spilled over into the voting threads.

When we've approved all the paragraphs about hearings, which looks like it might happen sometime around St. John's Eve, we can lock all the Hearing threads simultaneously.
