If the article says he has to be missing two weeks to be counted as disappeared, then he misses two notifications before we count him as disappeared.
I still haven't seen where the article says so!

Does this assume the Rangers will only use their administrative powers to do the Mayor's job if the Mayor missed out twice in a row, but not the first time round?
I don't see how it could assume that, though.
