Actually, I don't really know, as I don't undestand where this paragraph is coming from.
I vote "yes" in case that means: we haven't yet decided about an assistant, because we can't tell if one is necessary, so we will wait till the office-holder can tell, and then re-discuss the issue.
If it means: in an emergency in which the mayor has to be absent and needs an assistant he first has to ask the charter to be amended, I abstain from voting, because I don't know.
