BALLOT

Given the impasse in the ratification discussion thread, we have to decide as a committee on how to proceed. The question is, do we have the authority as stated in the Charter and/or ratification intro text to substantively modify the amendment at this point?

Question 1:

PLEASE SELECT ONE:
A. We should cease discussing the wording of the poll since there is nothing that can be done to change it at this point, and since removing only that provision from the proposal (the only option open to the committee) is not a viable option.

B. We should continue discussing the second poll option in the hope of reaching an understanding on whether and how best to change that wording to accommodate member concerns, or until we arrive at some options to re-vote on in committee.

As much as I sympathize with the desire to please as many people as possible, and to thus increase the chances of the amendment passing, I don't think there is currently support in the Charter for us making a substantive change to the meaning of the amendment (the introductory text to the ratification discussion notwithstanding--and even it is open to interpretation, as I noted in the B-Room thread).

We can make clarifications, add explanations, reorder text to make things more logical, certainly, and we've done that; this, on the other hand, is an issue, a choice, that we discussed, voted on, and settled in committee. Since the poll is intergral to the amendment, our choices are limited to leaving the amendment as is or withdrawing the amendment as a whole.

As I have noted, I am in favor of revisiting the Charter to spell out in more detail the state an amendment should be in when presented, what effect member input can have when, and other procedural issues. But that's another project.

That's ok, Eru. You have the option to abstain. :)

I just didn't want to move ahead before getting input from those who have a definite opinion on the question of what the Charter allows us to do.

Thank you, committee (not meaning to exclude you, Tosh, but we now have a majority). That gives us a majority interpreting the Charter as not allowing for substantive changes to be made at this point. Which means we have no recourse but to go with the current poll wording.

That's OK. I would have gone for A. I think Tinsel's suggestion was well meaning but might have led to the problems that V and Wilma described.
However I don't consider it important enough either way to have made me vote against the amendment. It is far more important to get something in place.
