I hope people have not been voting like this. What if the ratio was just 5:1 and you assume that's the direction everybody is going in, and you want to vote no but don't want to be in the minority so you just abstain? That's not the purpose of voting - we want to hear your opinion, whatever it is. If you're just going along with the crowd...... I think it'll come back to bite you in the arse some day.
