How to Calculate a Quorum
It is the Mayor's job to calculate the quorum required to validate a vote each time a Binding Vote or Ratification Vote is held. Base numbers for calculations will be obtained from the Rangers. This post explains how the quorum is calculated, and the second post provides the data used in the calculation.
Our quorum for any given vote is calculated from a moving average of the percentage of members who voted in the last seven elections, with an adjustment for variations around that average.
In the second post you will find, for each of the last seven votes, the number of members who had been active during the 60 days prior to the vote, the number of members who voted, and the number of voting members expressed as a percentage of the number of active members.
(1) From the percentage column, take the last seven entries, add them together and divide the sum by 7. This gives you the average.
(2) From the average calculated in (1), subtract 5%. This allows for normal variation.
(3) Obtain from the Rangers the number of members active during the last 60 days. Subtract from this the number of registered RP characters.
(4) Take that number of active members calculated in (3) and multiply it by the percentage you obtained in (2). This is the number of votes you need for a quorum in this vote.
