I don't know if there's any Risk fans here. This is a free online version called Syswar. You need to sign up to play. It's possible to create password protected games so only your friends can join. I've created a game with a game id of 384. The password is board77. Once we have four players the game begins. I've set this game up with a 1 day turn rate. You'll be emailed when it's your turn.
