The article further states:

While it may be a scientifically proven fact that white, middle class students often test better on standardized tests that were standardized around the knowledge base of white, middle class students, and that Boyle, a spokesman for the governor, is pointing this out somewhat obliquely, it does not necessarily follow that the Oregon governor is racist and/or thinks minorities can't read. That's too big of a leap for me. I'm not up on Oregon politics, so it may be that you make this assertion based on sources other than this article, and I'd be interested in seeing those sources.
